Nu er der også en konvention for handicappede, der blev godkendt af alle FN-landene i 2006, og som nu er på vej til at blive ratificeret i de enkelte lande. Det vil sige, at lovgivningen bliver ændret for at leve op til konventionen, og der bliver vedtaget nye love for at sikre handicappedes rettigheder og forhindre diskriminering. This year Sweden (0.9157) surpassed the United States as the leader. Three Scandinavian countries took the top three spots in the 2008 Survey, with Denmark (0.9134) and Norway (0.8921) in second and third place respectively. The United States (0.8644) came in fourth. In this year's global e-government readiness rankings, the European countries made up 70% of the top 35 countries while the Asian countries made up 20% of the top 35. A large part of the success of the European countries has been their investment in infrastructure and connectivity, most notably in broadband infrastructure. It is worth noting that in this year's Survey, there were no countries in the top 35 from the African, Caribbean, Central American, Central Asian, South American, and Southern Asian regions. UN

They suggest that the effects of Danish development aid be investigated in more detail and said that the money had to be used in the best possible way.
Paldam had studied the development of 46 sub-Saharan African countries, where 14.5 percent of their gross national product (GNP) consisted of development aid over the last 15 years.
